The new journal and its place in context and history of scientific periodicals
Abstract. We are pleased to present to you a new journal – Creative Industries R&D. Creative Industries (CI) represent the sector of the economy which is based on intellectual property, creativity, and digital technologies. Our journal aims to play a key role in the systematization of knowledge, supporting research, and shaping the professional community. Creative industries are a young, interdisciplinary field (economics + cultural studies + digital technologies). CI research will undoubtedly help to transform academic knowledge into applied science, the same way as audience research helps to create content. An important role will be given to trend analysis: VR art, NFTs, algorithmic music generation, the conflict between commerce and science - such as corporate pressure (e.g., how game developers influence the studies of gaming addiction). We will also focus on studies of local creative industries, including the cultural heritage of small ethnic groups worldwide. We plan to experiment with publication formats, presenting the results of laboratories and research groups that include both scholars and practitioners. Research in creative industries serves as a bridge between academic environment and rapidly changing digital reality, combining creativity and academic rigor. That’s why in 2025, we offer a new journal – "Creative Industries R&D" – where we will publish original research in both Russian and English, aimed not only at researchers, but also at a broader audience interested in the development of creative industries.

THEORY AND METHODOLOGY OF CREATIVE INDUSTRIES

Creative Industries: Evolution of Approaches and Development Vectors
Abstract. The article analyzes the impact of creative industries on the development of territories, competitiveness and investment attractiveness of countries, cultural identity and innovation potential. The policy focus in this sphere increasingly shifts towards restoring the "local" as focal point. In the early 2000s, the cluster model began to enjoy widespread support in the development of creative industries. It is shown that emergence of creative clusters stimulates the innovative development of cities and countries, and increases their global competitiveness. The ecosystem approach has not replaced previous concepts and approaches, but exists alongside them, offering an alternative perspective on the creative industries. The ecosystem approach is based on regional creative industries, local cultural resources and their associated potential, rather than copying models of creative clusters and creative cities. It allows us to describe the nature of the evolution of new participants in the system, their relationships with the internal and external environment, the formation of new markets, strategic planning tasks and innovation prospects. The article discusses policy priorities and vectors of development of the creative sector relevant to Russia. After 2022, Russia's creative economy has recovered and is gradually developing, gaining momentum. The current trends that pose threats and require targeted government regulatory measures are outlined.

Creative Industries Ranking Surveys

Abstract. This article presents the results of a survey conducted at the regional level, in order to form an integral assessment of the development of creative industries of a given region. The authors also compared the survey findings with ratings of a similar direction. The increasing interest of regional administrations in the development of regional creative economy stimulates the importance of such surveys, including those that allow comparing the state of this sphere in different territories. The main methods of the research were: analysis of domestic and foreign scientific literature and regulatory legal acts, as well as a comparative analysis of statistical indicators of the development of creative industries in the regions. The authors confirmed the hypotheses about the uneven development of creative industries in the constituencies of the Russian Federation, the close correlation between the efforts of regional admi-nistrations and the level of development of creative industries, the high importance of specia-lised education, tourism and a number of other related industries and spheres of activity. The study has shown that the level of creative industries development is closely related to the quality of life of the population and the development of small businesses. Regional legislative and support measures play an important role in the development of creative industries. At the same time, lack and incompleteness of statistical data on individual creative industries remain unsolved. According to the authors, the practical application of the results of the study will help to improve comparative research on the development of creative industries.

Creative vs Routine: The Potential Demand for Higher Education in Russia

Abstract. The article presents an analysis of the demand for higher education in various fields of study in the context of public policy, the study is based on data from the HSE research “Mo-nitoring of reception quality” for 2018–2024. The article proves that higher education in the creative industries sector directly depends on the income level of families, and it develops extremely unevenly, both across the regions of Russia and in areas of study. Promising creative competencies are mainly acquired through paid education. Thus, competencies for the deve-lopment of qualitative characteristics of human capital are formed in the segment of market goods, the training of specialists at the expense of budgetary funds for the sectors of the innovative economy is limited and concentrated mainly in the sector of traditional creative specialties. The core of creative industries consists of creative people, whose shortage is becoming the main obstacle to the development of an innovative economy.

Reflexive Modernity in Marlen Khutsiev’s Film “Ilyich’s Gate (I Am Twenty)”

Abstract. From the methodological and socio-philosophical points of view the text explores the film by Soviet film director Marlen Khutsiev “Ilyich's Gate (I'm twenty)” as a significant work of the Russian creative industry. The author believes that in order to understand the relevance and internal conflict of the movie, one should turn to the philosophical concept of reflexive modernity, which implies a special emphasis on the free legitimization of people's actions. The article analyzes how Khutsiev portrays the changes in Soviet society during the Khrushchev period, touching upon the problems of personal freedom, collectivism and ideological emptiness in the context of modernization according to new models. The film demonstrates the changes in the social and cultural life of that time, criticizes the ineffectiveness of the ideolo-gical framework and embodies the ideals of personal search in a world of fundamental uncertainty. It also focuses on the problems of self-realization in the context of the loss of traditional values, and internal inconsistency of a society that is ready for change, but is not able to understand what how to stabilizes these inevitable and forced changes. In conclusion, the author shows that the world depicted by the director is a world of fundamentally unhappy people who are ahead of their time, but still do not have the opportunity to compensate for the cultural tension, that is created by arising society of consumer capitalism and cultural hyperproduction. Based on the analysis, the article emphasized the importance of M. Khutsiev's artistic vision as well as the foundations for integrating thaw cinema into the current cultural space.
